After you do all the Cases (and when it tells you all the cases are closed), you should see a few cutscenes with Jessie in them (first one of her telling you about the Special Forces, second one of her killing two of them). This is your que to go back to the security room. When you get there you should see Jessie there, but her looking like she got off the ugly bus. This is your chance to take a picture of her (if you don't and go back later, she won't be there anymore).
