It looks weird because this is a port of the arcade game (which really isn't too well known, although I did play it as a kid) and not the NES version.
I preferred the arcade version a lot more to the NES version when I was a kid because it looked better, and the fighting was more fluent...but this is one of those games that has not aged well...asking more than 5 bucks would be a rip-off IMO.
