You can only do the Asari Diplomancy quest after going to the Artemus Tau cluster and saving Liara, Presidium Prophet can be done anytime, Espionage is when you talk to the asari in the bar.
The easiest way to get access to all the sidequest is by doing the Paragon/Renegade glitch on Noveria when trying to get a pass.
1) After killing Analaeus' head enforcer, the woman who's trying to expose Analaeus will tell you to "blackmail" the turian which you took the info from.
2) Go back to the bar and talk to him about testifying. Choose the option you want to raise.
3) Talk to him again, and this time ask him about Matriach Benezia. After that, go to "ask another question", and you're able to make him testify again.
IMPORTANT: It's easier not to do any of the sidequests in the beginning until you rescue Liara on Therum. That way if you want to get the Asari Ally achievement you can go back to the Citadel and do every quest with her and whoever else. And it's easiest to get the Sentinel achievement first, since Aleinko is with you since the beginning, so he's just about 2+ quests of everyone (except Ashley).
