You basically get UNC calls whenever your about to leave a space port, or you just travel along the galaxy. And you don't have to do EVERY sidequest for the achievement. And the missions depend on your Paragon/Renegade meter (like I mentioned earlier). Only certain missions will be accessable to you through that. For example, my first playthrough I was able to do the Major Kyle mission since I was mostly paragon, but since my renegade was full the second time around, I didn't get the option to do that mission.
And the Asari Writing/Turian Insignias, ect. missions won't really affect your status of subquests being completed. I think all I did was the Asari Writing ones, and I just stopped doing the rest of them. Great way to get experience though.
