On the Lucario thing (didn't want to click the link due to spoilers), I can't really tell if it is him or not. If it were, there'd also be a blue outline around his jaw and ears, and the ears would be more upright.
EDIT: On second though, that is him. I was just looking at the image at a wrong angle. Lucario has upright ears and "hair" on the side, I was looking as the right "hair" being his jaw. Just because he's a sticker doesn't mean he'll be a playable character, you know.
The Ness pic is a definite, looks exactly like him.

I'm not an expert on the newer pokemon, so I won't argue Tom. Someone did suggest Ninten momentarily as an alternate along the same line as your thoughts, if that gets you thinking at all. I'm not sure though. It seems likely to be Lucario atm though.

He's not a sticker. He's part of a grouping of characters that a particular sticker's benefits are applicable to.

They are sort of similar looking in the face to begin with and B.) The picture is small and/or blurry depending on where you're seeing it.
