Ummm, 2 possibilities:

a) Parental controls are activated and make it so no voice chat is possible. To remedy this, go to your dashboard, final tab, then go into parental settings and change it. You'll need the adults passport login.

b) Your chat volume could be turned all the way down, or it is set to TV only or set to off. Check your PDZ profile options.

Try pressing your Xbox Live Guide button and changing your voice output to headset instead of speakers under personal settings. The voice is very quiet coming out of TV speakers and this could be your problem. You should hear everyone fine through your headset. I have a question for people though. Can enemies hear you talk if you are close to them like in Halo 2 (proximity)? I know that in the lobbys and while you are spectating everyone can hear you and while you play your own team can hear you but I'm not sure if enemies in your proximity can hear you speak. I'm curious because I like to talk trash to the other team and can't figure out if they can even hear me.
