In reply to Te Master, you get it from the Daedra Shrine of Nocturnal
(Taken from KhZ Backflip's guide to Daedra shrines)
Nocturnal:
The shrine is located up the road that leads east out of Leyawiin. On your map, you will notice a backwards looking 'C' and then a 90 degree angle in the road. Once you reach the 90 degree angle, then go to the east and you will find it. You have to be Level 10 to start the quest, and it requires no offering. The reward is possibly the greatest item in the game, an UNBREAKABLE lockpick that boosts your security skill by 40 points.

When I feel like messing around with glitches I like to dupe the valryki(sp) stones the recharge weapons, then i get the staff of storms and balst bodies around lol, its quite fun.

I love doing the arena to but it sucks. Whenever I lvl, i go to sleep so i can get the stats and whatnot. But whenever I go to sleep in the bloodthirst thing in the arena, a vampire always bites me! Is there anyway to get rid of vamperism because its getting annoying not being able to go out in the sun.

Try talking to the count at skingrad castle. hes and vapire and i think thats how you start it. Its the longest gayest quest ever though.
