Well if you haven't already, join the Thieve's Guild. It will be most fortunate to your character. Once you join you can buy lockpicks for 5 gold a piece. And if you use the Fences, they sell 100 lockpicks and tons of arrows.

Also, any local weaponsmith or trader will sell arrows.

Another place for lockpicks is to raid bandit camps and caves.

Once you join the theives guild you can buy lock picks 100 at a time from your fence. And arrows go to the archers paradox in Bravil.
