worst comes to worse you can noob it up on super easy. I remember when I was level 8 I couldn't beat the troll, and it was taking me like 20-25 hits to kill him, and i turned the difficulty to the way bottom to see how much it helps and it took 2 slashes...
Oblivion levels up so weird that if you level higher, the games get more difficult. You have to try to level up MINOR SKILLS only if you need help catching up to the enemies.

ghosts, wraiths, will-o-the-wisps, etc. can be killed with silver daedric or ANY enchanted weapon. as for the trolls, check wut kind it is. a normal troll should be cake, swamp trolls are a bit mor challenging but still easy and when i was at lv 15 i could barely kill the trolls (i cant remember the name right now its like "az-sumtin") that r in and around the cave for the nocturnal deadic shrine quest
