I got my first system when I was 3, and when I eventually got the PS1 I had no problems with the discs, but he may be different.

I say get him a Wii, but put it somewhere he can't reach it, and he needs someones assistance to use it.

I got into discs before I was ten with the PS1 and eventually Dreamcast (I loved this, underrated I believe!) If your bro is responsible, there's no problem with getting him a Wii. But the older consoles, which are in no way a loss of experience, are perfect for gaming as well.
