I'm pretty sure you have to try and steal something and be caught and go to jail for it. Then somebody from the guild will approach you with a message.

One more question, what is the name of the spell when it allows you to unlock door so you don't need lockpicks?

Pretty sure they are all called Open (Respective) Lock.

So,

Open Very Easy Lock
Open Easy Lock
Open Average Lock
Open Hard Lock
Open Very Hard Lock

and you can buy them from various mages guild people. Look for the city that specializes in Alteration, or try the University.

After the person from the theives guild talks to you about joining you have to meet the guild master in the water front section of the imperial city after midnight. He will not be there until that time!!!
