Do you just have to keep playing a certain city until it gives you the option to, orrrr?

I wanna know this also, i dont get how Quest mode works becuz one time i did a whole song with no steps missed and i still failed sumhow.

i thought in the other ones you just keep doing songs and doing good on them and then they just give you new ones
